{"id":1193,"date":"2024-08-09T09:02:28","date_gmt":"2024-08-09T06:02:28","guid":{"rendered":"https:\/\/ifade.org.tr\/en\/?page_id=1193"},"modified":"2024-08-09T09:04:51","modified_gmt":"2024-08-09T06:04:51","slug":"restore-access-to-instagram","status":"publish","type":"page","link":"https:\/\/ifade.org.tr\/en\/press-releases-announcements\/restore-access-to-instagram\/","title":{"rendered":"Restore Access to Instagram"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><em><strong>Social Media Censorship Violates Millions of People\u2019s Rights<\/strong><\/em><\/h2>\n\n\n\n<p>(London, August 9, 2024) \u2013 The <a href=\"https:\/\/www.hrw.org\/europe\/central-asia\/turkey\">Turkish<\/a> authorities\u2019 arbitrary decision on August 2, 2024, to impose a blanket block on access to Instagram violates the rights to freedom of expression and of access to information for millions of users, <a href=\"https:\/\/www.hrw.org\/\">Human Rights Watch<\/a> and the Freedom of Expression Association (\u0130fade \u00d6zg\u00fcrl\u00fc\u011f\u00fc Derne\u011fi, \u0130F\u00d6D) said today. The block also interferes with small business owners in T\u00fcrkiye who depend on the platform for their work.<\/p>\n\n\n\n<p>T\u00fcrkiye\u2019s government-controlled internet regulator, the Information and Communication Technologies Authority (<span lang=\"tr-TR\">Bilgi Teknolojileri ve \u0130leti\u015fim Kurumu, <\/span>BTK), has not published the decision laying out the grounds for blocking access to Instagram. However the move came two days after President Recep Tayyip Erdo\u011fan\u2019s communications director <a href=\"https:\/\/www.iletisim.gov.tr\/English\/Haberler\/detay\/head-of-communications-altun-palestine-will-be-free-sooner-or-later\">accused Instagram\u2019s parent company, Meta<\/a>, of removing condolence messages relating to the former head of Hamas\u2019 political bureau, Ismail Haniyeh, who was killed in Iran on July 31.<\/p>\n\n\n\n<p>\u201cBlocking everyone\u2019s access to an entire social media platform is a grossly disproportionate measure that violates the right to free expression and information of millions of users of the platform in T\u00fcrkiye and should be reversed immediately,\u201d said <a href=\"https:\/\/www.hrw.org\/about\/people\/deborah-brown\">Deborah Brown<\/a>, technology and rights deputy director at Human Rights Watch. \u201cA government\u2019s disagreement over certain decisions either to take down or to permit certain content on a platform should never be used as a pretext to block access to the platform in its entirety.<\/p>\n\n\n\n<p>\u201dPublic officials have issued contradictory messages about the ban, with some claiming that the decision was due to the platform\u2019s failure to comply with requests to remove alleged criminal content. Without an official explanation, millions of users in T\u00fcrkiye are left in the dark about why the decision was made. The Turkish government should ensure access is immediately restored, Human Rights Watch and the Freedom of Expression Association said.<\/p>\n\n\n\n<p>Social media platforms should uphold freedom of expression and the right to information of their users by taking bold steps to challenge government decisions to block their platforms and by making public announcements informing the public of the measures they will take to protect their users\u2019 rights in response to arbitrary blocking decisions.<\/p>\n\n\n\n<p>Social media is one of the last arenas where people have access to independent news and can express themselves with relative freedom after the broad crackdown on media in T\u00fcrkiye in recent years. This is despite <a href=\"https:\/\/www.hrw.org\/news\/2022\/10\/14\/turkey-dangerous-dystopian-new-legal-amendments\">T\u00fcrkiye\u2019s restrictive internet law<\/a>, which gives the authorities the power to arbitrarily block and remove websites and other online content. Turkish officials have previously used this authority to block entire platforms.<\/p>\n\n\n\n<p>T\u00fcrkiye has previously blocked access in the country to Twitter, YouTube, Wikipedia, Google Sites (a wiki and web page creation tool created by Google), and WordPress platforms. In July and August, the authorities also blocked access to the popular Wattpad and Roblox platforms.<\/p>\n\n\n\n<p>Turkish officials have indefinitely blocked the Deutsche Welle and Voice of America news platforms in the country since June 2022. The Freedom of Expression Association\u2019s EngelliWeb project <a href=\"https:\/\/x.com\/engelliweb\/status\/1821159082817999299\">announced<\/a> that as of the end of March, T\u00fcrkiye had blocked over one million websites.<\/p>\n\n\n\n<p>In decisions relating to <a href=\"https:\/\/hudoc.echr.coe.int\/eng?i=001-115705\">Google Sites<\/a>, <a href=\"https:\/\/hudoc.echr.coe.int\/eng?i=001-159188\">YouTube<\/a>, <a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-26849941\">Twitter<\/a>, and <a href=\"https:\/\/wikimediafoundation.org\/news\/2019\/12\/26\/turkish-constitutional-court-rules-that-the-two-and-a-half-year-block-of-wikipedia-is-unconstitutional\/\">Wikipedia<\/a>, the European Court of Human Rights and T\u00fcrkiye\u2019s own Constitutional Court have found violations of freedom of expression and of the right of the public to receive information as well as impart it.<\/p>\n\n\n\n<p>Under international law, governments have an obligation to ensure that any&nbsp;<a href=\"https:\/\/www2.ohchr.org\/english\/bodies\/hrc\/docs\/gc34.pdf\" target=\"_blank\" rel=\"noopener\">restrictions to information online are provided for in law<\/a>, are a necessary and proportionate response to a specific threat, and are in the public interest.<\/p>\n\n\n\n<p>\u201cBlocking access to the Instagram platform is not only disproportionate but also arbitrary, as the details of the decision by T\u00fcrkiye\u2019s internet regulator have not been revealed and the blocking order was issued without a court order,\u201d said Dr. Yaman Akdeniz, one of the co-founders of the Freedom of Expression Association (\u0130F\u00d6D). \u201cThis clearly violates freedom of expression and access to information but also breaches the constitutional obligation to guarantee an effective remedy through a court of law.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Social Media Censorship Violates Millions of People\u2019s Rights (London, August 9, 2024) \u2013 The Turkish authorities\u2019 arbitrary decision on August 2, 2024, to impose a blanket block on access to Instagram violates the rights to freedom of expression and of access to information for millions of users, Human Rights Watch and the Freedom of Expression [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":0,"parent":87,"menu_order":0,"comment_status":"closed","ping_status":"closed","template":"templates\/full-width-page.php","meta":{"footnotes":""},"class_list":["post-1193","page","type-page","status-publish","hentry"],"_links":{"self":[{"href":"https:\/\/ifade.org.tr\/en\/wp-json\/wp\/v2\/pages\/1193","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/ifade.org.tr\/en\/wp-json\/wp\/v2\/pages"}],"about":[{"href":"https:\/\/ifade.org.tr\/en\/wp-json\/wp\/v2\/types\/page"}],"author":[{"embeddable":true,"href":"https:\/\/ifade.org.tr\/en\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/ifade.org.tr\/en\/wp-json\/wp\/v2\/comments?post=1193"}],"version-history":[{"count":1,"href":"https:\/\/ifade.org.tr\/en\/wp-json\/wp\/v2\/pages\/1193\/revisions"}],"predecessor-version":[{"id":1194,"href":"https:\/\/ifade.org.tr\/en\/wp-json\/wp\/v2\/pages\/1193\/revisions\/1194"}],"up":[{"embeddable":true,"href":"https:\/\/ifade.org.tr\/en\/wp-json\/wp\/v2\/pages\/87"}],"wp:attachment":[{"href":"https:\/\/ifade.org.tr\/en\/wp-json\/wp\/v2\/media?parent=1193"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
