Diken reported on İFÖD’s EngelliWeb 2025 report, which found that 1,505,484 websites and domain names had been blocked by the end of 2025 through 1,284,464 decisions issued by 875 different authorities and judgeships.

The article noted that access blocking and content removal continued to expand through national security, public order and other legal mechanisms despite the Constitutional Court’s annulment of Article 9 of Law No. 5651. The report described this structure as a “digital lockdown”.
